    Dr. Thomas Yu is a board-certified radiologist who received his medical degree from the University of Medicine and Dentistry of New Jersey – Robert Wood Johnson Medical School, Cooper Medical Center. Dr. Yu is fellowship trained in vascular and interventional radiology. Under the leadership of Dr. Thomas Yu, MD, Coastal Administrative Group grew from 2 hospitals, a teleradiology company, and one outpatient center to 8 hospitals, 4 full modality outpatient imaging centers, an officebased lab, and a multi-state Joint Commission Accredited teleradiology company. Dr. Yu’s business acumen along with his strategic vision has guided company growth as well as built a solid business infrastructure to carry the growth of the company and entrepreneurial endeavors. Dr. Yu has ensured that quality patient care and the highest service levels are always top priority and never sacrificed with the growth of the company. Coastal Administrative Group and all of our related companies are physician led and supported by a very seasoned executive and management team that Dr. Yu has built over the last 15 years.

Dr. Arkady Finkel

    Dr. Finkel graduated from Penn State College of Medicine. He did his Residency at Temple University Hospital and Fellowship in Neuroradiology at the Hospital of the University of Pennsylvania.  Dr. Finkel was one of the founders of our Teleradiology Service Line which has grown under his leadership over the past 15 years.  Dr. Finkel also helps lead the practice for adapting new technologies such as AI to improve efficiency and productivity.

Laura Cogar

    Laura Cogar, Chief Operating Officer, is a seasoned healthcare executive with over 30 years of experience in diagnostic imaging ranging from clinical, research, business development, operations, finance, and physician recruiting. Ms. Cogar has had experience dealing with private, academic, investor owned, and publicly traded entities in growing and developing diagnostic imaging services including acquisitions and de novo sites and service lines. She served as Vice President of Operations for American Radiology, a for-profit radiology practice with 12 hospital contracts, 20 outpatient offices, and a teleradiology company. In this role, she also worked with minority owner Johns Hopkins to expand their outpatient imaging reach to 7 locations around Baltimore, Washington D. C. and Delaware. She then was the COO for Templeton Readings, a national teleradiology company that was bought by Emcare(Envision). In addition to extensive hospital and outpatient operations, Ms. Cogar has experience in all aspects of practice infrastructure such as board reporting, human resources, risk management, recruitment, strategic planning, and developing and leading executives and managers across all service lines for diagnostic and interventional radiology services. She has extensive experience in developing and training healthcare professionals. Ms. Cogar earned her B.S. from Thomas Jefferson University and her MBA from Widener University

James Frazzetta

    Jim is the Chief Financial Officer for Coastal Administrative Group, LLC and joined the Company in June of 2024. Jim has spent the last 32 years working in various accounting positions within the Healthcare sector at the Administrative / Management Service Organization (“MSO”) level. His experience is vast and has taken him into various specialties such as Diagnostic Radiology in the outpatient diagnostic imaging center space to cardiology, vascular surgery, primary care, ophthalmology and dental sectors. Jim was instrumental in the corporate reorganization of SightMD back in 2018 and has served in key roles during his career in assisting healthcare companies through major reorganization transactions (both debt and equity). He has interacted with all levels of management, built effective teams and has fostered constructive and efficient relationships in and outside the organizations that he has served. His knowledge and experience has allowed him to accumulate a wealth of knowledge and proficiency in all aspects of business including but not limited to: • Accounting, finance and tax • Human resources and payroll management • Purchasing and vendor relations, • Revenue cycle management • Information technology • Marketing and business development • Business acquisition and integration • Insurance and risk management Jim graduated from the University at Albany with a bachelor of science degree and started his career at Touch Ross & Co (now known as Deloitte) where he was an auditor and became a NY State Certified Public Accountant.

Carolyn Zodl

    In 2011, Carolyn was hired at Advanced Radiology Solutions (ARS) as Vice President, after a successful, 24-year comprehensive career in healthcare administration holding positions of Director of Cardiopulmonary, VP of Diagnostic Services, and IT Project Manager. Carolyn received her MPA from Seton Hall University in 2004. This wealth of knowledge combined with her 13 years of project management experience in healthcare IT system implementations including an entire clinical health system conversion from ‘paper’ to full Hospital Information System and Radiology, PACS, LAB, EMR, ER and HL7 integrations, along with her strong team building, mentoring and employee development skills have proven to be the perfect fit to ‘grow’ a Teleradiology Company. Carolyn’s operational/technical leadership and her ability to integrate systems, improve workflow efficiencies, manage multiple projects, build and maintain strong client relationships, continues to contribute to ARS’s significant growth in annual study volume, revenue, client base, system integrations and overall workflow efficiencies.

    Sandy joined Advanced Radiology Solutions as the Regional Director of Operations in 2021 and has been in the radiology industry for more than 30 years. Sandy brings a wealth of experience managing all aspects of multiple outpatient imaging centers with a proven track record of improving customer service levels, volumes, revenues, and reducing expenses. She also has experience with mergers, acquisitions and working with multiple hospital joint ventures. Sandy has worked for several local radiology practices including URG and is very familiar with the local diagnostic imaging landscape. Sandy also oversees marketing and opened up the OBL this year. Sandy studied business administration at Atlantic Community College in the 1990’s

Alex Chan

    Since joining Coastal in 2024, Alex has transformed the organization's compliance infrastructure from paper to electronic; importing all major policies and revising them to align with cybersecurity frameworks such as HIPAA, NIST, and JCAHO. He has been instrumental in HL7 integration and onboarding as well as developing custom scripting solutions for over 17 new hospitals and imaging centers while maintaining Coastal's strong security standards with new vendors. Alex is also leading the redesign of Coastal's system architecture to streamline operations and safeguard business practices bringing his experience with data analysis, software development, and full stack engineering to the role. He holds a BA from Franklin and Marshall College and a certificate for full stack engineering from NJIT and is currently pursuing a CISSP certification to further strengthen Coastal's security posture.

She brings a deep understanding of the operational, regulatory, and financial dynamics that influence sustainable growth in both for-profit and not-for-profit healthcare environments.


    Her expertise includes joint venture development, mergers and acquisitions, managed care contracting, Medicare compliance, and the cultivation of enduring hospital and physician relationships. Ms. Starr-Brady is known for her ability to align clinical excellence with business strategy, creating long-term value for stakeholders while advancing patient-centered care.

Mr. Joseph Lemaire

    Joseph Lemaire is a Certified Public Accountant who received his degree in accountancy from Fairleigh Dickeson University. Over a 35-year professional career Joe was an audit partner at EY overseeing the firms NJ hospital audit practice. In that role Joe grew the practice from 15 hospital audit clients to 43 becoming the largest healthcare practice in the State. In addition, Joe also had responsibility for the health care consulting and tax practices. As part of the consulting practice Joe was involved in over 30 tax exempt bond issues serving as the feasibility consultant and helping to structure the debt facility. Joe was also involved in physician joint ventures, new service development and physician acquisitions. In 2009 Accenture acquired the health care consulting practice of EY and Joe became a partner in Accenture’s life sciences group. In addiction to his hospital work Joe also worked with several large pharmaceutical companies as well as major medical device companies on significant IT implementations and strategic projects 


    In 2014 Joe joined Holy Name Medical Center as their Chief Financial Officer (CFO). Under Joe’s leadership the hospital’s finance department was completely revamped and the hospitals operating results were returned to profitability. After 5 years at Holy Name Joe joined the Meridian Health System as their CFO. Meridian enjoyed it’s best operating results undoer Joe’s leadership. In 2016 Meridian merged with Hackensack University Health System where Joe assumed the role of President of Hackensack Meridian Health Ventures ( HMHV). HMHV encompassed all the non-acute care business’s of HMHV which included the long term care division, home care, surgery centers, dialysis centers and all the other health related joint ventures including 7 free standing radiology sites 


    Joe retired in May 2021 and has since joined the board of several private equity owned health care related companies. Joe continues to stay active in the health care industry speaking at events and providing strategic consulting advice to clients

Mr. Douglas Tiesi

    Mr. Tiesi is the Chief Executive Officer at Argentic. Prior to joining Argentic, Mr. Tiesi worked for the Royal Bank of Scotland (“RBS”), where he re-established the bank’s U.S. commercial real estate business in 2009, which included engineering the first multi-borrower CMBS transaction in the industry coming out of the global financial crisis. Previously, Mr. Tiesi ran the RBS real estate finance business in Europe, which had over $20 billion of real estate debt and equity positions under management. Prior to RBS, Mr. Tiesi established the SREC business for ABN AMRO bank. Prior to ABN AMRO, Mr. Tiesi headed the European real estate finance business for Credit Suisse. He began his career at Deloitte & Touche, LLP focusing on structured products as a member of the CMO team. Mr. Tiesi earned a B.S. in Accounting from Lehigh University in 1993. In 2013, Mr. Tiesi was recognized as number twenty-one on the Commercial Observer’s 50 Most Important People in Commercial Real Estate list
